What is Kopinor?

Established in 1980, Kopinor is a collective body for organisations which represent authors and publishers of published copyright protected material. Based on the provisions of the Norwegian Copyright Act and authorisations from rightsholders, Kopinor enters into collective and individual agreements on reprographic reproduction and similar duplication for educational purposes and for use in public and private institutions, organisations and enterprises in Norway.

Who does Kopinor represent?

Kopinor represents the members of 21 Norwegian rightsholders' organisations. Through reciprocal agreements with foreign rights management organisations, Kopinor manages reprographic reproduction rights on behalf of authors and publishers in a number of countries. By virtue of the provisions of the Norwegian Copyright Act that refer to the extended collective license, Kopinor also safeguards the interests of non-organised Norwegian and foreign rightsholders. Kopinor manages rights on a non-exclusive basis. This means that rightsholders (authors and publishers) are free, in any and all situations, to grant permission themselves for their works to be copied.

Kopinor is a member of IFRRO, the International Federation of Reproduction Rights Organisations, and has signed reciprocal agreements with rights management organisations in many countries. Under these agreements, photocopying, etc., of Norwegian works shall generally be cleared in the country of use. In countries in which there are no such agreements or organisations, Kopinor can facilitate the clearance for photocopying, etc., of Norwegian works in that country.

What does Kopinor offer?

  • Collective agreements covering photocopying and similar reprographic reproduction for internal use in educational institutions, the public administration, organisations, and business and industry;
  • A clearance service for assistance with the clearance of individual rights;
  • Information and services to users and rightsholders in relation to photocopying and copyright;
  • The collection and distribution of remuneration to rightsholders in Norway and abroad;
  • Pilot agreements covering non-publishing-related electronic reproduction in libraries and for internal use in enterprises.

The collective agreements grant users the right to copy all works published in Norway and abroad (e.g. book and newspaper texts, photographs, technical drawings, illustrations, sheet music and photos of visual art and artware), subject to certain limitations and in return for remuneration. Where a party wishes to copy more text than the amount permitted under the relevant collective agreement, Kopinor's clearance service provides assistance with the individual clearance of rights with authors and publishers.
