About Clara

This website is established by the Clara Association, operated by the following seven Norwegian rights management organisations: BONO, FONO, GRAMO, Kopinor, LINO, Norwaco and TONO. The Association's objectives and activities are described in more detail in its Articles of Association.

The Norwegian Copyright Act contains provisions regulating, inter alia:

  • the type of material that is copyright protected;
  • when rightsholders must be asked for permission to use their material;
  • when rightsholders are entitled to remuneration;
  • the areas in which use is unrestricted.

Rightsholders may manage the rights to their works or performances themselves, or transfer management to a representative, for example, a rights management organisation. Since it is quite difficult to keep track of the pattern formed by legislators and rightsholders, Clara has been established to help users in Norway figure out what they have to do to use copyright protected material without violating current copyright legislation.

Guide for rights clearance

The bulk of the Norwegian pages on the Clara website comprise a "Guide" for rights clearance. The guide is based on two separate lists: the one covers different types of works (literature, music, visual arts, etc.) and the other, different use formats (the Internet, photocopying, recording, etc.). By combining a use format with a type of work, a user will receive information about the relevant rules and regulations, as well as information about who holds the rights and where to apply for clearance of these rights. The guide also contains information about when clearance is not required (for private use, works in the public domain, etc.). The guide has not been translated to English because it primarily targets users in Norway. However, the section on the organisations specifies who manages which rights in Norway.
